Pascual's resignation occurs just two weeks after President Felipe Calderon said on 3 March in a meeting with newspaper The Washington Post in Beijing during a working visit Pascual their displeasure with their comments on confidential diplomatic cables published by WikiLeaks.

From July 1998 to January 2000, Pascual was special counsel to President and CEO of the National Security Council for Russia, Ukraine and Eurasia, from 1995 to 1998 was director for that same region. From 1983 to 1985, Ambassador Pascual worked for USAID in Sudan, South Africa and Mozambique, and came to serve as assistant administrator for Europe and Eurasia.
Most recently he was vice president and program director of foreign policy studies at the Brookings Institution. He received his MA in Public Policy Kennedy School of Government at Harvard University in 1982 and his BA from Stanford University in 1980. He has participated on the boards of NGOs National Endowment for Democracy, Freedom House and Internews Network. He has also collaborated in the group of advisers to the Fund of the United Nations Peacekeeping. "
